Here is the ONLY way I have been able to do this.
BEFORE you install the standard black switch, mask it off (wire leads, etc.) and spray it with white Krylon plastic bonding paint. Let it cure for a few day's for best results. See the instructions on the paint can.

I have been hand painting my switches white as well.
